Vermont Remote Worker Relocation Grant

I have a client that moved from CA to VT.  He received a Remote Worker Relocation Grant from Vermont.  Is this taxable for Vermont as well as Federal?  Can I offset the grant by his moving expenses on the VT return.  Note, the moving expenses are not a deduction for federal.  Anyone familiar with this or familiar with Vermont that can give me some advice?
