Taxability of social security benefits when only other income is retirement benefits exceeding $25.000

TP received $26,800 in SSA benefits in 2019. Only other income was $29,000 in state retirement benefits. ProSeries says $12,800 of SSA benefits are taxable. Where can I find a worksheet or the rules without wandering through IRS.gov?
