Partnership K-1 ordinary income more than 2 states

I am trying to add an additional state to a K-1 ordinary income box.  It is a multi state return, the states are set up.  I tried the CTRL+E, the Assign Entries to list - this doesn't work.

I don't understand why I can't just add it.  Help please.

I am guessing that 100% will be assigned to your resident state and you enter the other in the 3rd column as indicated by the link you should see right there in the input section header for Part  III - (Lines...)  How do I enter State Information
