Injured spouse form and decreased refund

I filed an Injured Spouse form for client who married someone who owes back child support so they wouldn't take her refund. They ended up taking more than half. They took more of the refund than the husband would have gotten filing separate. What can I do for her to get her full refund?

The instructions on the form say that it can take more than 14 weeks to process.  Is it possible that they have not processed the form yet?

    They received a portion today but it wasn't the whole amount. This is the message they get:

     

    Would they send part of refund without processing the Injured Spouse form?

    Update: client received a notice that her refund was applied to child support. Does this mean they denied her Injured Spouse form? Child support was for new husband's previous marriage and client is not responsible for it.
