Colorado Investment Tax Credit Form DR 1366

Hello out there...I have a client who qualifies for the Colorado Enterprise Zone Investment Tax Credit. My question is...I am in the process of pre-certifying/certifying with the state but that does require a waiting period of a couple of days. Is it a requirement to receive approval of certification before the tax return is filed? I would think this is a CDOR question; however, I spoke with a Enterprise Zone rep and she does not know the answer. Any input?? Thank you!

    I don't do CO returns, so I don't know the answer.  But do the CO form instructions provide any guidance?

    This is what I found on google. "Presently, tax preparers are not required to be licensed nor do they have to earn any CPE credits in most states. Essentially, in these states (including Colorado), anyone can prepare income tax returns and collect preparation fee."

    Looks like you get certified for your own satisfaction, but not required, but I don't do CO taxes
