Is tuition for college credits offered by an University to high schoolers an elegible 529 

withdrawal

I though maybe IronMan would have a funny answer for me.

But after researching  the issue, the easiest way would be to withraw the funds to pay Highschool tuition, since the high school will bill it as additional tuition,
