Turn off "Show Captions" on Shortcut icons by default

It's always on since V2019. How to go back to "off" by default?

Hi, thank you for using Intuit ProFile Community

If you right click on the icon bar there is a show caption menu selection to toggle the show captions on and off. Also, for the form tabs, in Options > environment > Display, there is a tabs icon check box to add or remove icons on the form tabs.

 After toggle to OFF to close the file, the "show captions" is ON by default again when open it.

If I uncheck the "Tab icons" box, I'll lose all my customized shortcut icons AND no guarantee to correct the mentioned "show captions" ON issue, right?

There is not another show captions setting and tab icons serves a different purpose affecting the icons on tabs and not in the toolbars
