Mortgage prepayment penalty - rental expense?

My client switched a mortgage lender for his rental property and paid a prepayment penalty in 2020.

Can anyone confirm this is deductible against rental income? Appreciated.

This is discussed in the T4036 Rental Property Guide on Page 18 under the topic: 
Line 8710 - Interest and Bank Charges.

 

The 3rd paragraph specifies that you have to prorate any penalties, so you can't claim fully in the current year. 

 

The guide gives this example:   "For example, if the term of your loan or mortgage is five years and in the third year you pay a fee to reduce your interest rate, treat this fee as a prepaid expense and deduct it over the remaining term of the loan or mortgage."
