Taxability of Social Security benefits

Client is a permanent resident but also maintains his Italian citizenship. Wife is a U.S. citizen. Are their Social Security benefits still subject to Federal taxes?

Maybe there was a presidential executive order yesterday exempting them.  They are kinda hard to keep up on.  I haven't seen the most recent ones.  The last ones I saw were changing the name of Lake Ontario to Lake America and requiring fruit in school to be replaced with Big Macs.

Yes, even if they are living in Italy.  And their Italian income is also taxed by the US.
