Here's what I found:

ProSeries generally works outside the US for tax preparation, but it often requires workarounds for licensing, address entry, and e-filing. Users frequently report challenges with foreign addresses/phone numbers, the need for a US IP address or, occasionally, a VPN, and potential issues with e-filing, which may require paper

Probably best to give customer support a call and verify the specifics on where you plan to use it with them to see.
