PA local tax returns

In all prior years, the local income tax returns were printed along with state and fed.  This year, the local return printed with "do not file. On line filing".

Looking through Pa, I did see on line filing for Phily as part of filing the PA return, with the option to opt in or out (just like PA and Fed).  But nowhere am I fining anything about local (which was not fied as part of e-file in past years).  Anyone know anything about this?

Keystone collections appears to only allow the actually taxpayer with an account to on line file their own return.  Admittedly, this would be a horrible hardship for me filing hundreds of local tax returns if I had to set up and keep track of hundred of client local tax accounts.
