Lives in Philadelphia 

works in Delaware

Delaware took out state and local taxes. No PA taxes taken out state or local. 

File PA and Delaware return?

Would it make sense for them to owe PA -$1,500 and DE a refund of $133   fed $95

DE tax rates are higher than PA. DE doesn't tax other income like interest and dividends and gains,(it taxes everything then takes a ratio of wages over everything), but PA does for its residents.

PA doesn't give a credit for Wilmington tax, but Philly might.
