NYS efiling amended returns

Is NYS accepting 2019 amended income tax returns?  I keep getting an error message.  Are they temporarily closed yet for prior year returns?  Or can you no longer efile 2019 at all?

Anytime EF is open, its for current year and 2 years prior, so right now, its 2022, 2021, and 2020, 2019 needs to be paper filed.
