NJ sales tax from chart

I must be missing something,  on the Use Tax worksheet K, I mark yes I made out of state purchases; Yes to individual purchases less than $1000 and No to do you have receipts.  No to purchases greater than $1000.  The chart below line 4 says the tax is $400 but it doesn't flow anywhere and I can't get it onto the NJ-1040 unless I override.  I must be missing something.

Did you enter amounts of your purchases?

Tax should be on line 51, not 50. Instructions are wrong.

The chart is based on income so that you don't have to enter purchases.  It calculates the amount on the bottom of the worksheet but doesn't go anywhere.

Program glitch. I checked it for my one NJ client (who doesn't have a use tax liability, but I answered Yes just to see what would happen) and nothing gets carried over to the return.  You really think your client is spending more than $100 a week on interstate tax-free purchases?  Then override. Or, does NJ allow filing a separate return for use tax?

Hasn't ever worked for me, just thought I would finally post it here to see if anyone else as the issue.
