NJ income tax deduction for water testing

NJ has a State income tax deduction for the cost of water tests for private well owners. 

Does anyone know how to do this in the ProSeries Basic?

Same bill I found, and also no sign of enactment.

I never heard of it, but I've only lived and worked in NJ for 40 years.

NJ Private Well Testing Act 2010

Deduction can only be once every five years.

Was it ever enacted? There is no deduction in the instructions for NJ-1040.

I hadn't heard of it before either, but now a client came in with it and I was looking for information. I found this:
