MD MW506E Certificate of Exemption - how can my client get a refund

I have a client who resided in MD and moved NC in 3/2022. He had a rental property in MD which he sold 8/2022.  At closing he was withheld $5,300 for MD Non-resident withholding to Clerk of the Court.  He was also given a letter from Comptroller of MD including pages B and C of form MW506E granting an exemption of the tax withheld. 

I can claim the $5.300 in his MD 502, correct? This amount would be added to his regular MD tax withheld from his paychecks in the Federal Payment worksheet; which will transfer to MD 502.  Correct?  I just want to double check. I didn't know if there was a different way to claim the $5,300.

You are correct, you must attach the withholding form by paper or by pdf if efiled. The Comptroller's office will not refund any monies due unless they see the proof.  Even if e-filed these are typically reviewed by an agent.
