Is there a way to open a 2016 proseries data file without the state added?

I have the Proseries 2016 program on my computer but didn't add Pennsylvania. I'm trying to open an old data file but it won't open because I don't have the state but the data file includes one. Is there anyway around this?

You should be able to open the federal without having a state downloaded.

It won't let me open the federal. The error message I get is: ProSeries cannot open this return because it contains data for the following product module(s) that are not installed. To install the missing product module go to Proseries update menu, and choose select and download new products: 1 PA individual.

First time I tried to run the update it wouldn't install but I just clicked it again and it ran them so I can get in. But without the state loaded it wouldn't open the federal.
