Husband and wife each have a separate HSA plan with separate employer. Husband HSA is a self plan and wife is a family plan with child. Is $12,850 the 2025 contribution limit for both?

No.  Their combined contribution limit is $8,550.  They can allocate it however they want between them.  If one or both of them are 55+, the $1,000 extra is available only to that individual.
