Why doesn't line 4a populate with the gross distribution even though it matches the amount in line 4b of the Form 1040

Its been that way for multiple years now.  No clue "why".

    Because it's not supposed to?

    Line 4a tips off IRS that not all of it is taxable -- only the amount entered on 4b is.  There is about a page of instructions on how to explain the difference.
