How to legally work with someone helping a tax payer file taxes?

This is the first time I have come across this scenario. What legal requirements for IRS are there for working with someone who is helping a tax payer file their taxes? The tax payer is mentally disabled and barely able to communicate.

None.  You would have to fill out that 8867 or whatever number it is saying that you filed and verified that taxpayer qualified for certain benefits.  But no license or standing is needed to file for another.
