How to apply for the $1000 investment account for newborns?

Like many things in the bill that just passed last week we have to wait for more information.

Not sure what this means:

"(C) The written governing instrument creating the account meets the following requirements:
(i) No contribution will be accepted—
(I) before the date that is 12 months after the date of the enactment of this section . . ."

The money has to be invested in an S&P500 Index fund, or something similar.  A million small accounts are going to cause headaches for brokers, so I suspect a lot of them will be online only, no paper statements, no easy way to update addresses.  The money can't be withdrawn until the child turns 18, and then it's taxable.  

Even if they were available today I would advise parents to wait until after the market crash.

What grant is this?

As tax accountants, this is frankly not our issue or problem.  Clients can contact the White House if they want details on how this new account works.

It is going to be automatic. But I would wait until we get instructions to be sure

Who would get one?

Every child born in the U.S. between Jan. 1, 2025 and Jan. 1, 2029 with a Social Security number, and whose parents have Social Security numbers, would be automatically enrolled in the program. The U.S. Treasury would set up and fund the accounts. 

The government has a year to work out the details.  From the NYT:

Policy and tax analysts said that they had been wading through the law’s text and that many details about the accounts, like how they would be opened and funded, awaited clarification from the Treasury Department.

The Treasury Department and the Internal Revenue Service did not respond to emails seeking comment.

“My sense is there is still work to be done to get it up and running,” said Alex Muresianu, a senior policy analyst at the Tax Foundation, a think tank that generally favors lower taxes.

When will the accounts become available?

They are expected to become available next July.

Tom O’Saben, director of tax content and government relations at the National Association of Tax Professionals, said details of how the accounts will be opened and funded remain to be seen. “It isn’t clear,” he said.
