How do I overcome the vcredist_x86.exe returned error code 1638 when trying to download my 2019 ProSeries Basic?

I saw someone post instruction that fixed it for them on the old boards, I grabbed a screenshot, but dont see a way to include a picture using my phone in this new board format.

    I am unable to down load from intuit or get it off my CD.

    It tells me to check my internet, but my internet is working just fine.
