how do I amend a return that I had previously amended

Just like you did the last time but use the prior amended numbers as the "original" amounts on the 1040X.

    but when I try to file it tells me the amendment has already been completed

    You didn't say that you were trying to e-file it.  The IRS allows you three amended returns.  Nobody has verified how many Intuit will allow.
