HOW DO I ACCESS THE FORM FOR FIRST TIME HOME BUYERS TAX CREDIT FOR DC RESIDENTS?

I was trying to find the First Time Home Buyers Tax Credit form for DC residents and the only thing I could find was a First Time Home Buyers Carryforward Form from 2023? Is there still a tax credit for this?

First Time Home Buyer Credit was back in 2007 or 2008.  At one point it was a loan to be paid back, then the next year it was free money, but there hasnt been another federal one since then.

I dont know anything about DC returns (is there such a thing?)
