Form 5695 - Not calculating credit for Heat Pump Water Heaters (Line 29c)

It appears the form 5695 is not calculating the credit on amounts entered for heat pump water heaters (Line 29c).  It will carry down the amount to Line 29G but then does not calculate the 30% on Line 29H.  Has anyone else encountered this?  I tried on multiple people's returns.
