How did you verify her date of birth?  Do you have a copy of her birth certificate?  Is she collecting Social Security?  Paying Medicare premiums?  Anything unusual about how she obtained her SSN -- like, an immigrant later in life?  

IRS gets d.o.b. data from Social Security.  Both are known to make mistakes.

Id file by paper and include the rejection message along with a birth certificate.
 

Apparently Social Security has enough accounts with an inaccurate date of birth, that they have a web page for making corrections to them.
