efile error about the EFIN number on the federal code is not registered

I have submitted a return 5 times and it has been rejected 5 times, for the same reason which is the EFIN is not registered, but it is because I had to submit it for approval before using the software. It also says the return header needs to have the value "online filer" and that I need to update it with the IRS. Has anyone else had this issue?

Do you have an EFIN from IRS? If not, no e-file.

Yes, I do have an EFIN and I have registered it with INTUIT. Everything matches name, address and numbers what the IRS has is what Intuit has. I cannot figure out what is causing this error.
