Dependents don't have IP PIN and taxpayer was unable to create an account for them since they're under 18. How to get the return to be able to e-file when they clearly don't have an IP PIN?

Contact the IRS with the client and the dependent.  Someone DID get an IPPIN for the dependent.

Its possible that IRS issued an IPPIN to the dependent, someone may have tried to submit a false return in their SSN at some point in the past.....assuming your client IS the custodial parent and isnt trying to claim the kid fraudulently.

You cant bypass it though, thats the purpose behind an IPPIN, to keep a return from being EFiled without the number.
