Dependent IP PIN

A client's return rejected due to dependent's IP PIN not being valid...   Taxpayer, and spouse both have them/ I entered...  but they never got anything for the dependent- minor, nor did they have this issue last year.  

What is the easiest/quickest way for them to acquire one?  I believe online- it asks for information that would be related to the Taxpayer/Spouse- but nothing that would deal with the minor.

There’s a retrieval tool in here somewhere, but I’ve never used it successfully… if all else fails, think paper.
