Client with no income but has a child

Hello i have a client that is trying to file and get back what they can  with zero income  but its not showing any of the child tax credit as refundable is this correct vs what i have read on google thanks

The CTC is a nonrefundable credit, and only reduces your tax on taxable income. no taxable income no credit

    Look at the child tax credit computation worksheets in the software,.
