Clarifying California disaster extension

I would like help clarifying the disaster extension below.  My reading of the IRS/FTB notices tells me that our original due date for filing and paying taxes was moved from April to October, which then implies that a taxpayer can file for a 6 month extension after the fact (Making the extended deadline April 2024). Am I interpreting this correctly?

Nope.... filing & paying is October 16, 2023.  You don't get to 'add' an extension to that date.

Wishful thinking.   October 16th is the due date.   That's it.  No more foot dragging.
