Can a person over the income allowed for any college credit itemize the expense on their sch A?

Have a person making over the allowed amount to qualify for either college credit.  When I went to the state it allowed me to choose a credit there or deduction.  Choosing an itemize deduction made a better outcome. Is it allowed and if so where to take the deduction on Schedule A?

    You're asking if tuition expense can be used as an itemized deduction since the taxpayer's income exceeds amount allowed to take the education credit ?????

    Thank you, I know it's allowed on the NYS as a deduction ( they give you the choice).  I couldn't find it allowed on the federal as a deduction or expense.  Thank you for re-assuring me!
