Billing clock won't start

Should be simple but I can't figure it out. How do I start the billing clock for a client? And is there a way to do this in global options so I don't have to toggle this individually for each client? 

This worked great for me last year and I'd like to do it again.

Inside the return, Ctrl b to bring up "Track time...box. Check the box to turn the clock on. Also to see how much time has been spent on return.

Click on Client Billing form to see fee, so far.  You can also stop the clock here.

To set global options, with Proseries open (no clients open), Under Tools menu, 

Select Options (at bottom), then Global Billing Options.
