adoption credit

Adoption was finalized in 2023. Two children were adopted. Client has expenses from 2021 for child one. Should I go back and amend 2021 to get credit carry forward to 2023 or can I put it on with 2023 expenses? Second child has behavioral issues. I believe that would make him eligible for special needs credit. There are no expenses for 2nd child but he would still get credit. Correct?

The adoption credit has timing rules for expenses. Here is a link so you can apply them to your client.
