2021 Proseries is charging me per return, when I have already paid for the license

Tools > License Product   see if that pulls the current licensing info in.

If that doesnt work, did you have Professional back then and have a license for Basic now?  if so, you'll need to call support, the Basic license isnt automatically recognized  in prior years of Professional when you downgrade like that.

    I've been a ProSeries Professional Tax Library customer for a decade now. Never had Basic.
