Is there a workaround for this issue?

Go to the Estimated Tax worksheet and check the box DO Not Print Estimates. Came here looking for the issue to see if I was doing something wrong on the form. They print even when estimated tax is zero. Been using Proseries for many years and this is different than prior years. If there were no 'required' estimates, the forms would not automatically be generated and print.

Global Print Options> Control Which Forms Print> Government Forms (not filed with return)> If any data

This corrected the issue for our firm. These may need to be done on all machines printing, but our settings carried the update this time.

Just to be clear, that option is only for PS Professional. I use both Pro and PS Basic. I have not seen that global option in Basic.
