I wonder why the 1040-ES forms seem to always be a form that is late for the IRS to release?

I think they try and wait as long as they can so people get the 4th qtr prior year ESs paid, before releasing a 2025 version, people are dumb , I can only imagine how many people download/send in one for the wrong year.
