Question

Why is it that the federal withholding amount on the 1040 differs from the sum of the federal income tax withholding entries? It is off by $11. Not really material.

It is likely an input error by you. My best guess would be in the 1099-DIV input, if you have that.  Look at all your documents and check each one for proper input.

Did they have 2 different employers and between them exceeded the Social Security wage?

If so it could be excess SS withheld.
