Why does the system not allow me to file a federal individual extension today for a Texas taxpayer?

Because the IRS set the e-file deadline for the nationwide deadline of May 17th.

Because you did not do it before today, you will need to file it by mail (or have the taxpayer make a payment on IRS Direct Pay for an Extension).
