When State Return can claim credit for tax paid to a Non-resident State?

This is a question regarding individual tax /state return/ "Credit for taxes paid to another state".

Background:  taxpayer David lived in Virginia for the entire year of 2023. But his employer withholds NJ and CA taxes on his W-2 form. I will file A as a VA resident and Non-resident in NJ and CA. 

My question is: Will the "Credit for taxes paid to another state" appear on David's VA resident state return or NJ, CA non-resident state returns?

The states have instruction books that answer questions like that.
