When form 8915E has been released, will I be able to efile it with the tax return?

You'll be able to but need to attach that as a PDF.

If you go to General > Electronic Filing > e-file PDF/Miscellaneous and click on e-file Attachment in the top-right corner, you'll see Form 8915E listed in the dropdown for Link to form (defaults to main form).
