What line/form is required to claim stimulus cash owed to those parents of children born in 2020?

The form is 1040

In the search box at top of the left input column, enter "recovery rebate" then click "recovery rebate credit" and it will take you to the input.

This only takes me to an input for taxpayer and spouse, nothing for the new little dependents/babies (twins)

Tell the program how much they have received in each of the two payments, even if paid in 2021. The program will compute what the clients are due and post the difference on the 1040. The program will add in any amount due for new munchkins. Mnuchin (if he is still around) will provide for the Munchkins.
