Question

What does this mean? "Allocate all mortgage interest, real estate taxes, and mortgage insurance premiums as excess when claiming the standard deduction"

if i already added the mortgage interest to schedule A for an itemized deduction, do i add it here too?

That's an Office In Home diagnostic... and you shouldn't be entering the same info on the OIH input AND on Sch A (at least, in Lacerte - PTO's big sister).
