Virtual Identification

Hi, What is the best way to collect Identification from clients. During this COVID time; I have switched to virtual Tax prep. so I am concerned about new clients. Since we don't get to meet physically, is Uploading the Valid Govt photo ID sufficient enough?  even if you have not met the person before , nor see the physical ID,. Also, What does the IRS say about obtaining Virtual Identification?
