Section 266 election

I want to make an election under Sec 266 to capitalize the real estate taxes on some raw land.  I do not see this election in ProConnect.  Anyone else know if it is there an how to find it?

Under Other > Elections, click on the Other tab, and scroll down to the section for Election to Capitalize Taxes & Carrying Charges.
