ProConnect is not creating a return for Arizona when tax was owed on rental income in AZ while living in CA

Hi

My client lived in CA, but she owned and rented property in AZ. So she has to file both CA and AZ tax correct?  Whether tax is owed or not, ProConnect is not creating a state return for AZ
