Proconnect Bulk Discounts

I am trying to buy proconnect returns and I'm trying to get the bulk discounts.

The website below shows that returns cost less per return when you buy in bulk.

However, when I go to check out, it is giving me a flat $93.45 a return. How do I get the bulk discount?
