Passing the federal income tax withheld in a trust to the beneficiaries

Trust is beneficiary of a IRA.  The IRA distribution for 2022 withheld state and federal income taxes.  100% of the income is passed to the beneficiaries, how do I have these withheld taxes passed to the beneficiaries on their K-1

The technically right answer is that you can't. If you were to accidentally code the withholding as Backup Withholding, leaving it off the 1099-R input and entering it wherever backup withholding goes, it passes out just fine and the IRS won't complain.
