Question

Our client did not receive the economic impact payment of $1400. However, he received a notice stating he was given it. Is there a way to put this in his tax return?

No. He has to notify the Service that he did not get it.

So far I've had 100% success with this conversation:

Client: I didn't get any EIP3 last year.

Me: Let's look at your March 2021 bank statement, can you pull that up on your mobile banking app?

Client:  Yes.  Oh, look there it is.

The client likely threw away or lost the debit card. Have them contact METABANK via phone number on their site. 

They will need to do it with their SSN and other information. Have them issue a new card.
