Ohio Non-resident credit

I've got a NY resident who has Ohio-source partnership income. The Ohio return is giving me a credit for taxes paid to NY but that seems ass-backwards, it is only the resident state that gives you a credit for taxes paid to other states. What do I have to tell the software to make that stop?

Check the OH and NY instructions. That may be correct.

CA and VA are bassackwards like that.
